At Integrated Learning School, the administration launched a new heutagogical learning program for students aged 13–19. This initiative, called Choices and Compasses, aims to empower students in their educational journey.

The promise was simple: Students will have greater control over what, why, how, and when they learn and demonstrate their learning.

Technology would support the program through an AI learning platform called Compass.

Students could choose research topics, learning resources, project formats, and—in some subjects—when to complete certain activities. The school believed it had created an environment for learner autonomy.

But after one semester, the teachers noticed something strange.

First Signal

During a student survey, the majority answered,

I want more control over my learning.

The administration celebrated the result. But when teachers examined students’ actual platform activity, another pattern appeared. Most students repeatedly selected “recommended pathway.” They mostly used conventional resources. They usually kept the default project format. And many asked teachers, “What does Compass recommend that I do?”

The administration interpreted the behavior as evidence that students preferred structured learning. One administrator commented: “They said they wanted autonomy, but their behavior tells us they don’t.”

Ms. Clare, a Grade 10 teacher, wasn’t convinced.

The Question

She asked her class: “Why do you usually select the recommended pathway?”

Several students answered immediately. “It’s faster.”

Another said, “I know it’ll be accepted.”

A student near the back added: “The other choices are confusing.”

Then another student said, “I thought we were supposed to follow the recommendation.”

Ms. Clare looked at the screen. The school had called the students self-determined learners. But had the students actually experienced the available choices as equally legitimate?

The Experiment

Ms. Clare decided to change one thing. For their next project, she removed the default recommendation. Instead of presenting:

Recommended pathway: Start here.

The platform displayed:

You decide. Explain why.

Students could:

  • follow an existing pathway
  • combine several resources
  • create their own sequence
  • or propose an entirely different approach.

They also had to maintain a short decision journal.

Before beginning, students answered, “What do I think I need to learn?”

During the project: “Why did I choose this strategy?”

After receiving feedback: “Would I make the same choice again?”

The results surprised the teachers. Some students still chose the original pathway. But others began experimenting. A few students who had previously appeared “dependent” began designing their own learning sequences.

Fhatee’s Discovery

Thirteen-year-old Fhatee had originally said, “I want more freedom.” Yet she had consistently followed Compass. When Ms. Clare asked why, Fhatee explained: “I thought choosing something different meant I might get it wrong.” That changed the interpretation completely.

Jaymie’s behavior had revealed dependence, but it had not necessarily revealed a preference for dependence.

Her choice had been shaped by uncertainty. She wanted autonomy. She simply didn’t yet have enough confidence or metacognitive experience to exercise it.

Fhatee’s Challenge

Nineteen-year-old Fhatee had a different discovery. She intentionally chose the recommended pathway and documented her reasoning.

Her reflection stated, “I chose the default because I compared it with the alternatives and decided it was efficient.”

Ms. Clare noticed the distinction. Jaymie followed the recommendation because she was afraid of making the wrong choice. Fhatee followed it because she had evaluated the alternatives. Their behaviors looked identical on the platform. Their reasoning was entirely different.

The Institutional “Uh Oh”

The faculty meeting became uncomfortable. The administrator returned to the original survey: “Students said they wanted autonomy.” Then they looked at the behavioral data: “Students frequently selected the default.” Previously, the institution had treated these as contradictory pieces of evidence.

Now the teachers saw another possibility:

The behavior could not be interpreted without understanding the environment in which the behavior occurred.

The institution had created a system where the recommended pathway was

  • visible first
  • easier to understand
  • perceived as safer
  • compatible with assessment
  • and less cognitively demanding

So what exactly had the students’ behavior revealed? Their preferences? Their uncertainty? Their habits? The incentive structure? Or the architecture of the school’s learning system?

The Redesign

The school changed its approach. Teachers stopped treating student behavior as a direct measurement of preference. Instead, they began asking students to examine their choices. The new reflection sequence became:

  • What did I choose?
  • Why did I choose it?
  • What alternatives did I consider?
  • What influenced my decision?
  • Would I make the same decision under different conditions?
  • What should I change next time?

The school also began distinguishing between having a choice and being capable of exercising choice. A student could technically have five options while psychologically experiencing only one as safe.

Six Months Later

The school’s original definition of autonomy had changed. At first, autonomy meant “Students can choose.” Then it became: “Students understand their choices.” Eventually, the teachers adopted a deeper definition:

Students can recognize, evaluate, justify, and revise their choices—and understand the conditions influencing those choices.

Technology remained important. But Compass was no longer treated as an authority that knew what students preferred. It became a tool through which students could investigate their decision-making.

The Final Question

At the end of the year, Ms. Clare asked her students, “When you make a choice, whose choice is it?”

Jaymie answered, “Mine.”

Fhatee added, “Mostly.”

The class laughed. Then Fhatee continued: “But now I think we also have to ask what made that choice easier, harder, safer, or more attractive.”

Ms. Clare nodded. That was the lesson the school hadn’t originally planned. Expressed preference tells us what learners say they want. Revealed behavior tells us what they actually do under particular conditions. But metacognition allows learners to investigate the relationship between the two. And institutional agency determines many of the conditions under which that relationship becomes visible.

The school had started by asking, “Do our students want autonomy?”

It ended by asking something much harder: Have we designed a system in which students can genuinely discover what they want—and develop the capacity to act on it?

That was no longer merely a question about technology. It was a question about the architecture of agency itself.

SUMMARY

An integrated learning school has developed a heutagogical program for 15- to 19-year-olds, which enhances student autonomy. It noted early on that students preferred paths that reduced ambiguity rather than making actual choices. The teacher’s interaction enabled learners to reflect on their decisions and increased their understanding of autonomy and the learning environment.
